This program was designed to help Canadians, and particularly marginalized groups, either upgrade or learn new skills to re-enter the workforce given the challenges presented by COVID -19.

- designing and implementing training
- developing assessment tools and training resources
- Eligible Parties: not-for-profit, for-profit, labour union, municipal government, Indigenous organization, provincial and territorial government, institution, agency, and crown corporation
- Areas of focus:
- Funding Stream 2 – Research and Innovation
- Areas of focus:
- conducting research to support the skills development of adults
- Eligible Parties: not-for-profit, for-profit, labour union, research organizations, think tanks, academic institutions, Indigenous organization, provincial and territorial government, institution, agency, and crown corporation

- Funding Stream 1 – Training and Tools: maximum of $10 million per project
- Funding Stream 2 – Research and Innovation: maximum of $7.5 million per project
